As early as in 1985 , the per capita consumption of plastic packaging has reached 23.4 kg in USA, 20.1 kg in Japan,  15 kg in Europe. In the 1990s, per capita consumption of plastic packaging in the developed country has reached more than before. From consumption view, the "white pollution" of the developed countries seems more serious than the developing countries. Actually otherwise, of the reasons, on the one hand in the developed countries they have long strict management of city appearance, and few people throw away waste plastic packaging, then basically eliminate the "visual pollution." On the other hand in the developed countries waste harmless disposal rate is higher. In the United States, for example, before the 80 s, the main way of the disposal of waste plastics is landfill, later was found plastic long-term could not degrade, after1990s, they started to dispose as recycle pathway. Now they has already established a set of strict classification recycling system, most of the waste plastic packaging is recycled, part converted into energy or disposed harmlessly in any other way, and that all basically eliminates the potential danger of the waste plastic packing.
